What is Guideline Value in Tamil Nadu?

Guideline value (also called guidance value, circle rate, or ready reckoner rate) is the minimum property value per unit area fixed by the Tamil Nadu Registration Department under the Inspector General of Registration. This government-mandated rate serves as the benchmark for calculating stamp duty and registration charges during property transactions.

In Tamil Nadu, guideline values are updated periodically by the state government based on market conditions, infrastructure development, and property demand in each area. The current 2024 guideline values were revised to reflect market realities while ensuring fair property taxation.

How Guideline Value is Calculated

Factors Affecting Value

  • Location: Zone, district, taluk, and village
  • Classification: Agricultural, residential, commercial, industrial
  • Road Width: Main road vs interior location
  • Infrastructure: Proximity to amenities, metro, highways
  • Market Trends: Recent transaction data in the area

Guideline Value Units

  • Per Square Meter: Standard unit for all calculations
  • Per Hectare: For agricultural land (10,000 sqm)
  • Per Acre: Common reference (4,047 sqm)
  • Per Cent: Used in some regions (40.47 sqm)
  • Per Ground: Chennai measure (222.97 sqm)

Registration Value Formula

Registration Value = Max(Guideline Value × Area, Market Value)

Stamp duty and registration fees are calculated on the higher of guideline value or actual transaction value.
